Circus ban secured in Tolima

A ban on the use of animals in circuses in Tolima was passed on 25 April 2013 by the Plenary Assembly of the Tolima Department.

Approval of the Number 05 ordinance, proposed by Cortolima and supported by the Tolima Governor, followed several discussions and legal questions about its feasibility.

The proposed ban, for which ADI provided assistance and support, also faced opposition from the circus guild, who objected to article 298A which states "Only will be allow display of wildlife natives and exotic species for educational and scientific purposes and not in exhibits that force animals to perform tricks and/or unnatural acts with tools that mistreat, mutilate and/or become aggressive beings".

However legal analysis demonstrated that the Assembly was permitted to issue the ordinance, thereby refuting the arguments of the circuses.

ADI will monitor the situation to ensure that the ordinance is implemented and enforced.
